If this is true, you can just add Taboola or Revcontent and get a CPM of about $1.00 with them which is pretty good. Also you should improve your adsense placements. Maybe you would like to send me a PM with your site so I can take a look?Hi,
I've a big french web site (27.000.000 pv/month) but I've a shitty RPM with adsense ($0.04, funny no ?). So I'm searching a cpm network but with a fixed CPM, (no eCPM).
Can someone help me?

Taboola even works with filehosters nowadays, you should contact them and explain your website to them and they will be more than happy to earn money with you
You should directly call their headquarters in London, you could earn like $5k to $10k with them so you shouldn't be that lazy man

Optimize your adsense palcements, which ad sizes are you using, are they above or below the fold?
Is your site responsive?
Can you change up the theme of your site (if using wordpress etc)
Even with low clicks you should be generating minimum $1-2 RPM with Adsense.
You can also try BuySellAds, Exponential, Conservant or popunderads via PropellerAds

Yes my website is responsive and I can change the theme (homemade website no wordpress)
Here's 2 examples :

So as you can see I've always an ads at the top under the menu an autozize bloc from adsense. And if I've a sidebar left or right I put a 300*600 bloc.
I already tried to put an ads in the news feed like that : http://i.imgur.com/LEZXkhI.jpg
But I got a warning from adsense 3 years ago. Because people can confuse ads and content. May be I sould try again :/ .

In either case (as per my experience) 300x250 or 336x260 will work best instead of 300x600 ads.

Receiving a warning just alerts you to make changes, as long as you comply with the warnings your account will be fine. Ive received 2-3 warnings on my accounts for content related issues but accounts and sites are still alive.

If you're okay with popups or direct links, then check out Execute Ads (https://executeads.com). With the amount of traffic you get, you'd make a killing. But CPM banners are only going to get you so far, especially considering how often they're blocked by ad blockers.

You can try interstitial ads from AdMaven, you can talk to your account manager and try get fix cpm.
