i need a website with seperate article section for admins to post the latest news and its own forum and hosting where users can post their files and when other users download the uploaded files i want to send them to a landing page where they will have to complete a cpa offer before getting access to the files

can anyone help me out with how to do this please?
and ps i only have 200$ with me i dont wanna hire people unless i specifically have to

This is terrible forum. No one that even replied read the post, because if they did they would of saw the edit on top of it. He has also posted few more times saying that is not what he meant. Seriously, for a popular forum, there should be more honest people and read before posting.

Another thing, is this, that this forum is for scamming companies, by taking their stuff and cracking it or nulling it to get what they want, and sharing it with others. I personally don't see the difference from scamming others or scamming companies to get their own benefit.
