Hi. I try to change my facebook page name (with 21K likes) from "Zombie tsunami" to "Burns". I use the trick where i change my proxy to united states so i can request name change. But every time i get this reply:

    Hi X,

It looks like your request doesn't meet our guidelines. The name you requested suggests that the subject of your Page has changed, which can be confusing for people who like your Page. You can create a new Page with a different name or update your Page's About section.

Learn how to update your Page's About section:

Types of name changes that don't meet our guidelines include changes that may be misleading (ex: renaming "I Love New York" to "I Love San Francisco"). Changes that meet our guidelines include removing descriptions from a Page's name (ex: renaming "John Smith, Trainer" to "John Smith").

To create a new Page with a different name, go to:

This would be like building a big page about Dave Chapelle and then changing the name to fluffy kittens. If you're asking how to gain access to the name change button, it looks like you've already figured it out. If you're asking how to change the topic of the page but keep the fans, then you're probably SOL after 200+ likes. One option may be to try the language name change process outlined in this link.
