There are plenty of related ideas floating on this forum, I've seen quite a few threads about going offline and selling SEO services.
IME unless you generate interest from small shop owners, by showing them some concrete benefit(sales), then they won't sign up. There's a reason small shops don't sign up, and that's because they don't see any benefit in this black magic thing. So you gotta show them...

Don't make this harder than it really is. Get a professionally done website online if you don't have one up. Have a logo made too. Outsource the work if you suck at it. If you don't actually understand SEO, learn how it works. Don't do SEO work for clients without a contract, unless you're paying for a White Label service. Find contracts here on this forum. As mentioned above, there's a shitload of methods on this forum alone. Go read one, get your supplies together, understand your costs, make adjustments to the method, and get the work done. And STAY OFF the IM Forums (this one included) until you get a client, or at least a meeting scheduled. Making money isn't hard, you just need to WORK!

Yes, very bad. Get WordPress set up. If you don't understand the basics of a SELF-hosted WP Site, then you need to go learn before trying to sell anything to people.
