In general I would say hosting depends on what you want to host, laws apply in the country that issues it.

I am not a Guru tho.
Also, it is better to wait a few hours to bump a thread.

I want to sell seo services (Social Bookmarks, Blog Comments, Edu Backlinks, YouTube Views, Twitter Followers )

I make integration with paypal. I want to know are these services 100% legal :)

....still not sure what you mean but unless you are stealing the services or don't deliver the services as promised to buyers then it it not illegal.

I think you are talking about reselling. There is nothing wrong with that though I have to question what kind of "guru" who has been doing this for 4 years doesn't what is legal and what isn't
 
its not about stealing.

I want to sell facebook likes, youtube views, twitter followers etc...

Is this allowed by law? --> I guess yes
Is this allowed by the ToS of those sites? --> I guess no

Can they sue me for this??
Should I be careful?

You can get sued for breaking the TOS. This is not to say they will, but they can.
In general people get banned but if you are costing the company money they can sue you, regardless of a TOS. A case can be made that providing fake things is bad for the service as a whole...

So yes, be careful.
