You can’t, the cpc is defined by network, not you, niche or no niche - it has no matter, but traffic source and quality is.

Well in order to help we need to know:
A: Traffic Tier country ! (USA / UK etc.. )
B: Traffic Source
C: Niche and language
But I can tell you this for sure that the quality and the tier of your traffic country is the most important thing. Also if its social media traffic then try to manipulate the traffic source.

I don't think you understood the meaning of "Traffic source" . Its completely safe and big websites like ladbible do it too. They get most of their traffic from social media so they manipulate the traffic SOURCE.

Or do you have every ad category opened?
i have site multiniche and i work with animal category it's problem here ?

That could very well be the cause.
That could possibly give your visitors "non animal" ads which can be worth "more" or "less" depending what is served.
For example, an animal ad for a T1 country can be worth around the $3-5 mark.
However, a "how to fix my pc" ad could be worth under $0.50 for a T1 country. Yet if you had lots of PC related posts, they could be very well served that instead.

I think ‘try to manipulate traffic source’ means ‘try to manipulate traffic source’ and manipulation of traffic source won’t be tolerated as it’s against tos of any network

No its not (unless you're talking about some dodgy way) . I'm not gonna explain the method here , but its safe and as i said ladbible is using it. They are one of the biggest websites in uk.
As long as the traffic is legit the source can come from a ..... . Its the source that you are changing and not the traffic

Changing your referral and messing with any data will result in direct ban, these suggestions are not just silly and wrong, it could harm other users who’d be stupid enough to listen to it. you need to choose low comp med-high CPC keywords. I get around $14 avg CPM on AdSense for my blog. Earlier I was getting 20-25 on avg but it went down and now in past 2 weeks with updates, I have done some tweaking to the site and made them fast so getting more rankings daily and CPM also increasing slowly now hope I get my $25 range back. Adsense is really cool with some niches.
