I need to buy a google play developer account

I think it will be okay as long as you open you new account with completely different IP and follow google rule about publishing apps (eg: do not violate copyright, and so on).
But still there is a chance your account may be suspended without any specific reason.
That's why there are lot of people out there sell google developer account to help people like you to publish their app.

I uploaded the same apps with diff package name. few days no termination no nothing. Then I publish one of my copyrighted bs apps with modified description title etc but same pictures. Later that day app was removed, then few mins later account got terminated for prior violation of content policy. Can Google link an account based on the same deleted apps with same pictures/similar title because I don't know exactly why I got terminated? I assume as long as the other ones never got deleted Id be fine.
