Sure, depending on the total number of emails you're sending best fit for your request is Mail Merge via Sheets and you can inbox emails as well.

It's free but you'll have to learn how it works, YouTube surely comes in handy.

Without knowing what your sending its really hard to give you details. And coming to inbox lot of factors are involved its not like plug and play.

Even if you find a tool for free. It depends on the tools you're using, you'll need SMTP servers, accounts, proxies...., clean your list, scrape or buy data...

So I don't recommend mailing if you're on zero budget
