I suggest you so you can find the steady writer in freelancer because freelancer is very good site and most popular site in the market.And otherwise you can use the warrior forum because you can find in it.
 
I had luck using Textbroker for a long time.

Eventually I found author usernames and Googled them and was able to get contact info for several writers, and hired them directly.
Great way to find quality authors and give them steady work.
 
How long do you expect the article to be? How much are you compensating for this?
