I need someone who can effectively email 20,000 licensed agents

I have a public contact list for licensed insurance agents. I have a position in my company to offer them, and I want to be able to email them and not have the email go to the spam folder. I would more than willing pay for these services whatever you think is fair. I just need to get this email out as soon as possible because I need to position them before October 12, and there's contracting and background checks to do for that to happen.
