I need some explanation on this

I've seen some sites with low DR and low quality content is ranking higher than 90+ DR site.

How is that possible?

They have more relevent content. But Google is increasingly pushing them lower if they don't have authority. It could also be because of pbn, you can't see those links as they are hidden from ahrefs , semrush moz etc
