I need some doubt in elance?

I new to elance.com.I am looking for online jobs while searching i found that elance.com.I started to sign up in that its asking money as monthly paid from paypal(I went from individual mode).Is there is any way in elance to get projects with out paying.If u know that please share with me.i eagerly waiting to work...or else any one like to provie work .just ping in [email protected]
