I need someone who can help me to get around Adwords first campaign review. Additionally, I also need some activated Adwords accounts. I'm ready to pay for it.

I would say be careful with activated adwords. People buy those and later they find fout that their campaign ads never go live. Try to get an account that already has a live campaign.

I agree - the most critical thing before you go buying an account is to tweak and check as to WHY you got banned. If you cant track that - you will end up looking for another account again.
