Sick Submitter can actually do all of those; it's very good value @ $19/month too. It might be worth checking out the free trial.
Zennoposter can also do all of those but you will need to hire somebody to make templates or spend a lot of time making them yourself. It is also a lot more expensive but it is a one off fee at least.
Also remember that you will most likely need to purchase private proxies to do those tasks. There are a lot of sellers in the proxies for sale section on this forum so I'd recommend checking that out!
