i need rotating US IP's

Where is the best place I can get these. I tried IP rental, and it would always tell me I wasnt connected to the internet (their support sucks). Ive tried doing it manually with proxy lists, (only 80 and 8080 ports work for some reason, and when they do they last for about 90 seconds) so im trying to find a place that I when im finished with one I can move to another one. and they have to accept a cc. Any help would be greatly appreciated, on any of the topics.
