I need offshore hosting for a client

Looking for offshore hosting for a client that needs to be able to blast emails out. I have heard in China and other countries this still exists. Cost is not a major factor for them. Would need something that can host landing pages and also have a large number of SMTP servers as I would like to be able to send 100k pieces of E-mail a day. Any suggestions ?

there are offshore hosts here on bhw. try the search bar or services section.
 
Yes I understand there are offshore hosts, I already did the search because just being offshore doesn't make them open to high volumes of sending email.
