I need Mass mailing for 17,000 emails

I need someone who is capable of setting up a mass emailing to 17,000 e-mails through the use of tons of socks. They need a high delivery rate.

I will require a paid trail of 1,000 e-mails and then after I verify the quality of the service then we can do the other 16,000.

If you can provide me with a good service I will be doing 10,000 + mailings per day so this is more of a long term thing.
