I need IPv4 addresses or a VPS that allow mass email

Hi

I am in need of IPv4 addresses. Can someone point me in the right direction on where to buy them?
Alternative, we require a dedicated server or a few VPS's that can handle mass email.

We currently use OVH, but their new Network level Vade retro spam check is flawed and even picks up legit and good email.
Dealing with OVH support regarding this is a pain, as they take forever so respond.

If you can meet the below criteria:

VPS/Dedicated server needed.
16-32IP's needed
We have our own mail platform and we use PMTA.
We just need a bare bone server including IP's

What we dont want:
OVH hosted server
Service that gets suspended for a few complaints. We mostly (90%) send opted in mail. This is not a joke
