There are 3 kind of seos. Blackhat, Greyhat and white-hat. The black is using methods that google opposed to rank. Yes, Blackhat bring faster result than the remaining two.

Yes it is possible to rank soon with Blackhat methods, but if caught surely there will be some penalties and if you are thinking for some long term I am not sure black-hat would be a good idea. If you need quick results, you may try paid traffic like adwords.
