It's not saturated but it was 15 or more years since it all started. The only roadblock is the issue with driving traffic to those offers on consistent basis. No influencer will let you post these kind of offers on their wall. No company will allow you to make money on their apps - you'll get DMCA complaints and so on. No website will let you post those incentivized headlines on their forums and blogs. The problem is with the internet web becoming more serious and serious. Anti-spam mechanisms are super easy to implement.
I could list 20 or so websites that allowed botted posts for months. Now they won't allow a single link.

You can't cause it spits 403 forbidden error. Why? Well, posting 5000 links a day to the website made them disable their sign up form. They were too lazy to implement real anti-spam.
Most of og ads traffic comes from hacked websites these days. And maybe some remarketing ads.
