You don't need a website if you want to sign up with CPAladder.com. You should check them out, they have a lot of offers for you to promote about 134 I believe. They also don't require a phone verification.

use a blogger and monotize properly, or for website put something like "Itdependsonoffer.com" in the provided space.

You don't need a website in order to be approved to most networks.
But the good networks will ask you about your traffic sources i.e are you buying traffic on adwords?

why are you just trying to get accepted?
