I am curious if using an older ad account is helpful and whether targeting a country that allows gambling ads initially to get video approval, then modifying the targeting to a desired country (where gambling ads are restricted), can help avoid account suspension.

No , that would be pointless, its better to just get stronger accounts , and tone down on how aggressive the video is to get it approved easily.

I don't think Meta allows Gambling ads because i've ready their terms and gambling is off limits in the terms

Yes using an older account is more strong but you still should cloak your offer in order not to get banned.

If it's still doesn't get approved , I would insist you change your approach to Static img instead of video creatives , since gambling video creatives usually get flagged quick.
You can't be sitting on 1 video creative, you need atleast 5-6 to test out which fb approves.
Good method probably would be to find a vendor here on BHW and test your creatives on his accounts. Test a couple of agencies. Since some agencies provide really strong account that allows you to do the most.
