OP there are options within ebay for stopping users that don't meet a criteria set by you bidding/ buying your items. You can set your listings so they cant be bought by anyone with under a certain amount of feedback (the option is on the page where you list your item). I would recommend setting it to stop people with under 10-20 positive feedback buying your items.
