I need help in setting up 75 LA proxies with all different submasks.

I've tried allot of different proxy services. Even though they work they are limited by locations or quantity. I need one good source for all 75 proxies with different submasks. If someone can point me in the correct path. Even if you don't do the service I can pay for the help in setting something up.
