I need some tips for SEO or someone that can actually do a legit good job of ranking my forum, it's a monetizing forum with a custom theme and good content, I just can't seem to grasp a lot of peoples attention.

yeah, to start off you might have to pay some competent people to post in your forum. As long as there is no content people won't want to stay on your forum. Maybe do a facebook campaign in the niche you are targeting.
