i need help finding and turning mobile ips addresses into mobile proxys

how do i do this?

i have 2 iphones that use cellular data from AT&T and im trying to find their mobile IP address or NAT or whatever and turn it into a proxy

i was looking around on how to do this and they started talking about sim cards

please help
