How much did you spend on this domain? If not much, I'd just go for another one

In such cases, buying something of a good quality instantly might prove more beneficial than trying to cope with the dark past of a domain

Disavow the bad backlinks and cleanup the low quality content the spam score will start reducing once you are done with this and Google crawls

If you purchased a link with a high spam score and it has been idle for a long time, the spam score may increase automatically. There is no doubt that it will return to normal over time if you provide regular content input and obtain quality links. If there are harmful links, do not forget to reject them

Disavow spam links on Google and buy quality, trusted, non-anchor links. The subject of the purchased site is problematic....

Looks like you've got a domain with a shady history, and it's not getting indexed. If it had a spammy past, that could be why. Since it's not even indexing the homepage after a month, it's a red flag. You might want to consider getting a new domain with a clean history to avoid any issues.

No need to worry about spam score. Disavow all stupid links and post proper content, make the site fast and user friendly and it will index.

If you don't want to spend a lot of time, just buy another domain, sometimes trying to save your domain will increase its spam score.

Buy another domain, it will be easier

Spam score is an irrelevant metric.

The chinese backlinks, however, should be disavowed.

Keep the domain - goto Moz and find the bad links
Disavow

@Stifmeister is correct spam score is irrelevant unless you are selling and then domainers love it!!
