Your best bet is Fraudbuster, I think they're still running a trial (can't confirm, though). Although you need an invite or apply to get in. It's $200 a month afterwards but assuming the trial is still avaialble you can decide if it's worth it or not by then.

Hmm strange, I am running MB offers through Bingads without any issue. In fact I can even advertise directly on Facebook without any problem. Been doing this for the past three months.

Without cloaker. For FacebookI am using sponsored post. Bing is for any offers. So far I do not have any problem at all. But survey offers ROI on Bingds are pretty bad. Facebook is a bit better. But both still giving me negative ROI. For bing ads I find that selling something gives me better ROI. Whereas Facebook, collecting opt in emails are better as I can do recurring marketing to the database.
