If you need really cheap PPC - I suggest that you try traflow. And btw it doesn't really mean that you will have low quality, not at all! If you want cheap PPC & drive traffic to website then run cost per impressions campaigns which are really cheap as compared to CPC, CPL:. Hope this would work for you.

You can try Bing ads, 7 search, Pulse360, Exoclick
for cheap traffic
take a good look into quality, volume wont always give you conversion
