Start a fb fanpage about boobs, car or something what all average men like.. target canadian males with a small facebook ad campagne untill it takes of by itself. Once you hit a decent amount you can start directing them to whatever you want. Just an idea that popped up by reading your thread. Ooh and if you don't wanna spend money on an ad campagne you can do the hard work by promoting the traditional way

Depends on the product and on the website.
For product website, you'll probably have to stick to the AdWords and Adverts
For content website, guess you can try content discovery platforms

- those are all that come to my head.
First two have geo filters in place (not sure about others), so you can get Canadian traffic at much lower cost...

If you already have a site, you can create a Canadian version of your site (in terms of language) and book a country-specific domain name (.ca in this case) and get all your site content hosted there. Or you can also try language-specific meta tags on your site. You can add Canadian language keyword variation to your existing meta tags.
