I tried portron's service on Fiverr and was less than satisfied. I ordered it 2 months ago, have pinged quite a few times, and the backlinks are still not appearing.

If you only have $5 don't go for any service rather buy a tool for $5 on Fiverr that you can use for building backlinks. (anything like article submitter, directory submitter, video submitter etc) you will be able to find one of these on fiverr for $5.

No prob, NHSEO = NoHands SEO, uber-powerful backlinking tool where
you just enter in your urls (whole website, or a single page/link) and click
'start' and the thing just starts bombing on blogs (commenting).

It's similar to Scrapebox, but IMO, I like it much better--prob cuz I'm
more of a point-and-click and let me do other things that involve vision
and my unique, money-making expertise & not 'tedious tinkering, yay!' :p

If you only have $5 you really need to do some manual backlinking and learn what works. Then once you learn the basics you need to just go all in and shell out the $50 or whatever it is for Scrapebox. Sorry but if you only have $5 to spend online you're not going to get very far man. Learn what works for free and scale it up with money.

You are framing the problem wrong. When you think about how many backlinks you can get for 5 dollars you are going to be very limited.

Buy yourself a 5 dollar cup of coffee then run your competition through a trial of seo spyglass and match your competitors backlink for backlink, manually.

In the beginning you got to do it by hand you will learn a lot that way.
 
No need to spend any money other than for hosting and domain names, I only started spending money on SEO tools 5 months into the game, with money I've made online. Like some of the good fellas here mentioned, learn to do your backlinking manually and you'll learn a lot of other interesting things then you'll know what to buy or not or like me you'll realize the best backlinks are the ones you do yourself.
