I need an automation tool to appeal google devleoper accounts block

Handling a large number of blocked Google developer accounts. Need a method to unban hundreds of them, prefer automation or something with high success rates. Open to discussion. Serious replies only

Yikes, that sounds rough. Have you tried escalating through a Google rep, or is that off the table?
 
What does the process of unbanning include? Is it posting messages from their website? Emails? CAPTCHAs? I mean, what's the most technically tricky moment here?

Also, the idea sounds a bit strange, since Google Developer Accounts are free, unlike Apple accounts. Isn't it cheaper to create new ones?
