Do anyone know where can I buy a YouTube views bot?
The views don't be high quality, as long as the views is mobile, safe, and fast.

I'm willing to pay up to $1,000 for it.

with $1000 you can get more than you are expecting. There are services here that can provide a lot of views for that amount of money.
 
Why not just buy some HR views?
Am sure you can get 10k HR views for 7-8$.

I'm agree with this. And think it over, maybe it's not good at all to start saying what you are willing to pay for something. Just ask who can do "something" or how can you get "something" without showing your budget, so you can protect yourself a little more.

There are lots of youtube bots available in market or you can get your custom bot made from a professional bot coder

Check the marketplace and hire an expert bot coder

I notice u sell Instagram bot, does it come with accounts?

With 1000$ you may get a working bot,but maybe the next day it won't work due to YT daily updates.
With these 1000$ you can contact view providers and ask them for some free views and then you choose with which provider to go.
With 1000$ you can get 1million+ views.
