I need a web developer

Hi,

I need a web developer for my site to implement a feature. Basically I will host a CPA content locker on my site but I want people to see that content locker only once per content locker. So when someone visits the site, he will encounter that content locker but if he completes the offer "successfully" he will not encounter with that locker anymore if he visits the page again. I don't really know how complex is it to create as I don't know how to code in HTML but my maximum budget is $10 for that and payment can only be made with Paypal.
