Hi,

I need a VPS or Dedicated Server to create a live streaming server (DMCA Ignored)

Any suggestions , i am in a tight budget though.

Not sure you can get this on a tight budget
Most are from 20 USD monthly

I can pay up to $50 a month, but i need a good server that works and does not buffer my livestream
 
I dont think DMCA ignored server can be in this budget. You need atleast 2G full duplex to stream and that will cost you a lot
 
You can not get good reliable offshore streaming server in a tight budget, the reason is that you need dedicated uplink port for good live streaming or video streaming, which is quite expensive, a minimum of 1gbps full duplex uplink port will work fine (depending upon your traffic).
