I need a vpn with static usa ip

Hello everyone,
I am a complete noob in this proxy/ vpn thing and I need an expert to help me to buy a good vpn service that provide me with with static IP that accept Cookies to allow me to complete some USA cpa offers as a starting job.
Please help me with this, it will be much appreciated.

You're looking for a VPS (Virtual Private Server), not a VPN (Virtual Private Network).

can you tell me how to use the VPS ( ie: video tutorial ) and how much does it cost?
Also, does this make me look natural as I live in USA , meaning that my browser accept the cookies and every thing?

a VPS its a virtual private system, means that using remote desktop you will be able to access a windows machine from where you can make whatever you want. If you are looking for a dedicated virgin vpn take a look at my signature

The problem is that in our country the net service doesn't give us a static IP so I need a service that give me us identity with the static IP and do not forbid receiving cookies to my browser.
Also they accept only firefox and Internet explorer only , no AOL
So if you can manage to give me this service in a reasonable price , it will be appreciated

VPN also allow you to get a static IP as VPS does. VPS is virutal private server (a remote PC). while VPN is virutal private network which give you static IP. there are several this type of VPNs like cyberghost, hidemyass. choose what you think is best for you.
