I need a programmer/designer

I want to create a sortof hybrid review site/directory so I need a programmer, or designer, to message me. I will expect some collateral from members with little fo no reputation.

I'd like to hear more if you'd like to talk via pm... Not sure what you mean by collateral... Not something many people will trust...just like you don't trust people right off the bat... Others... Like myself... Don't exactly want to hand over anything of value
