Nope not at all the only thing u need is a channel which satisfy with their requestsite such as if you have 5 k views in a month and more than 1k subscribers u can join X partner (these were for example I don't know the numbers in real ) so then u will get money from this partner'sites account and will see how much u eare each day from their panels

Damn. Scratched that of my list lol
I had a channel with 0 video's, with a partnership with them. When you "sign up" you have to give a good motivation. Just a long story, they will accept it. I had 4 times a payment.
Well you might get lucky, but preferably upload few vids on new channel and try partner that channel, rather than waiting and "loosing" on current channel, but other than that it is solid network, I used to have a channel with them..
