I need a fresh dedicated IP for pp/ebay

I want a fresh dedicated proxy ( i will need multiple but want to test services just 1 now) I have 5+ accounts in different portable browsers so a vpn software client like ipburger won't work as it will route ALL traffic through the same IP. And when even i enter details manually into a browsers proxy settings it is just so slow.

So 2 questions: can anyone suggest a suitable service?
Can anyone suggest a way to ensure the proxy doesn't become slow like when manually entered?

All our HTTP & SOCKS5 will work for eBay and PayPal, they will be fast enough when browsing as all our servers are connected to an 100 MBPs. You can place an order trough changemyip.com. I will recommend you an SOCKS5 tho.
