Recommend some cheap companies with good uptime, who offer cheap pricing for the first year.

You can go with Hostinger or Namecheap both are budget-friendly with solid uptime and easy WordPress setup. They often run promos, so you can get the first year really cheap without sacrificing performance.
 
I am searching for 10 USD for the first year, Is it Possible?
Maybe Not possible with namecheap, $1.98/month for namecheap steller package. Alternatively you can look ionos Plus package $1/month.

I needed cheap hosting for my blog too. I went with Hostinger — it’s affordable and works fine for small sites. I also tried Namecheap before, which was okay for basic use. Just make sure the hosting has good uptime and support. If you're doing anything not 100% clean, offshore hosting might be better.

I use Hostinger.
They offer cheap price for the first year and also they offer huge benefits than other provider.
 
in my case i use knownsrv for just 4$ per month and it works very good for me .Plus the suport its very helpful

Hostkoala is a good choice. I have some others saved somewhere in my bookmarks. I need to find that list.

Another thing you can do is get a trial for DigitalOcean accounts with your CC and renew it every two months. It will be free hosting until you have some money to reinvest.
 
I have been using hostinger for both cheap hosting as well as resource intensive projects of mine
 
as others said, HostKoala is one of the cheapest that I know of, you can get hosting for $5 per year. But the problem is that you can only host 1 domain, so if you have more than 1 domain you need to buy another $5 plan or buy a normal plan which costs $60 per year I believe....
