TubeToolBox does exactly that and more. And it's extremely cheap, ignore what everyone else said!

I have a bot that is currently in beta testing. It can scrape users who commented and save to a file. You can then feed that file into the PM messenger module.

I know this thread is over 1 year old, but since it has been brought back up, Tompots is a user here who codes these type of bots. He has a thread here as well.
