It seems that it can be. It usually doesn't slow your site down much (my experience anyway), but the analytics pages can take a while to load. Also, it has slowed down my sites for stretches at times in the past, not sure if it is all the fault of piwik, or maybe my server was running slow.

You could install it and try a load speed test on your site, before and after, to see the difference.

Clicky has a 67% for all his packages.. just bought now a yearly package...
