I have Seen Foreign SEO sites with Shitty Links

I have noticed many Foreign SEO sites have like 1,000 links from 50 referencing domains or worse states that show that they using some strange links, yet they still rank. Does this mean its safe to use cheap PBNs and other such links and still rank? Whats going on here?
