I always start working from 15 - 20 days of the site launch, Always make sure to start slowly don't be in a hurry to add plenty of links in a go rather start 2-3 links per month and increase it max 5 links per month that will do the job. Top priority work on content then the other part will work if not no point in getting backlinks if you content is bad.

Never try to build links if your site has little to no organic traffic.
Think of it this way, how could anyone link to your site when they haven't even visited it?
Would you recommend a restaurant to a friend or a group of people if you've never eaten there? You wouldn't do it in your life, neither would I, nor anyone else. It's not natural.
Google works the same way and will devalue any links that look artificial.
Wait until you start receiving bigger amounts traffic before starting your link campaign. You can get social media traffic or buy visitors to speed this up, but please, make sure to get real human visitors!
