Scraped data is pretty much garbage. There is going to huge amounts of spam traps, not to mention undeliverables, so cleaning it is going to take time and money. More importantly, it's not permission based, so if you get any complaints and your asked for the opt-in record...then what are you going to do? Because of this, putting any time, effort, money to clean it, is really a waste.
II monetize purchased data for a living and have been doing it for over 16 years. I probably have a couple billion records, but they are all permission based with opt-in records. The process to take a purchased list and get it ready to mail and then be able to mail is much more involved than most think and you need a bunch of tools and resources to be able to do it profitably.
When I get a list I check all the addresses for bad syntax and bad usernames and remove them, I check for duplicates / duplicates against my existing data. Then I run various suppression lists to remove known bad addresses. Then I verify every domain name to make sure it has a mx record, so it is possible to mail it. Then any domains that where bad are removed and then I verify all the addresses and remove any undeliverables.
Then I run it through a custom built program that checks it against active social media users and I segment the data against it. As all matches should be primary accounts (not through away's) so they should be the most responsive and very unlikely to be any form of a spam trap. Then they get cleaned by a list hygiene company to help catch any other possible complainers, litigators, traps etc...
Then I can mail them, which I break them up by domain / groups, so that I can apply the correct mailing settings, etc... using a custom built high speed / high volume mailer, running on my own servers / IPs. Then over time I segment all the opens and clickers, so that I create smaller, much more responsive lists out of the data and dump the non responsive data. That way when I mail, I mail less and make more.
In addition to the above, I also generate real-time co reg and buy fresh/target data and use autoresponders to send it.
Then to actually monetize the data and turn it into cash producing assets, I heavily promote PPL (pay per lead) offers, free sign-ups and free trials(+s&h). I run some small amount of offers that require a purchase, but mainly I promote free offers, as conversion rates are typically much higher.
