It's not that rare. You may find that 95% of those backlinks come from no more than 10 domains, probably a footer or a sidebar. So focus on those domains and see how spammy they are. If they are clear dangerous domains, then disavow them
Also check the best domains linking in from those 200 units and see if there are good domains, or mostly are rubbish tier 2 links.
If you find some value after this analysis, you may disavow some links that are weird and throwing the biggest amount of links to end with a good domain.
