I have access to a university website

I'm currently working on a university website (.ac domain). What would be the effect if I placed a few backlinks to my own site? Should this academic site have a high ranking itself to propagate a high pagerank value?

EDIT: oh and another question, should my site be about the same topic as the academic site?
