You're seeing that message in those threads/sub-forums that are only for upgraded members. Want to Buy/Hire a Freelancer for example. You need to upgrade your profile to be able to apply for jobs.

2 ways, either reach 100 postings and age your account 60 days and buy JR Vip or buy the "Inmediate upgrade package".
