While analyzing competitors' backlinks, we found that DA had comment-type backlinks on high pages.

I was allowed to leave comments on that page. There were also a lot of backlinks to comments on other sites.

I'm trying to link my site to the comments on this page, and I have a question here.

Is it okay to access the site where the rival's backlink is connected to my one IP and write a backlink comment that connects to my site?

Do I have to keep changing my IP?

If you're commenting manually, I see no reason for you to have to change IP every time. Unless your IP is published along with each comment you post, the only entity that has access to that data will be the website owner.

If you're spamming dozens of comments on the same website with the same IP, you might run into problems with either the webmaster or automated systems blocking that IP/deleting your posts.
 
You don’t have to keep changing your IP unless you're overdoing it. As advised above, if you are going to mass spam with the comments, you need to change your IP. Also, if you are working on a long term project, diversify your link profile with more guest posts, niche edits, & PBN links, etc to look natural.
 
If you're leaving a few comments, using the same IP is fine, but switching IPs can help you stay under the radar if you're posting a lot. The key is to focus on quality over quantity, mix up your wording, and avoid looking spammy. Google usually ignores low-value comment links, so make sure yours add something useful.

Google won't have access to the IP used while adding comment/content or making any changes to any website mainly,
Bots will only have access to the HTML source code of the pages, the website(s) IP(s),

Not only applies to comment links, the same goes for other links, creating and managing your PBN as a broader example,
Just stay away from Chrome (probably tracking your activity, but no one is sure about it) and use any other browser, and you're good to go,
You simply will need proxies/different IPs if you're getting blocked by the websites you're accessing, which usually occur with automation

While I believe search engines mainly focus on how relevant the content is, I’d play it safe and change the IP. Similar comments leading to the same site can look like spam.
 
Don’t overdo it. Posting links from the same IP too often might raise red flags. The key is to actually add value, engage in the discussion instead of just dropping a link. That way, you will get better results in the long run!
