Yup more backlinks is better, submit to as many as you can, but don't overdo it in a day, also make sure you do it continuously.

Yes you can, no problem with boundaries, I have my sites submitted to .com, .gr, .fr, .co.in, .co.id, .co.uk, etc.
If you reside in US and visitors from other countries love your site and decided to bookmark or even share your link in their sites, there's no stopping them from doing that.
No reasons for search engines to penalize your site because of links come from other countries.

you can't just rely on bookmarking links though, have to have them from other sites as well. And don't get 5000 in a day and none before and none after - that's a giant red flag, instead drip feed them out.
